Uredba iz Srbije uzdrmala BiH

Vlada Srbije je od 1. januara do 30. juna ove godine ograničila uvoz pojedinih proizvoda gvožđa i čelika u ovu zemlju.
S druge strane, Spoljnotrgovinska komora BiH je pozvala na hitnu reakciju nadležnih institucija zbog toga.

Šta obuhvata ova uredba?
"Uredba obuhvata grupe proizvoda koji se tiču BiH, i to:  rebrasti betonski čelik i toplo valjanu žicu u koturu, kao i rebrasti betonski čelik u šipkama. Mjera se uvodi na period od šest mjeseci i sprovodiće se kroz sistem tarifnih kvota, nakon čijeg popunjavanja će se na uvoz ovih proizvoda primjenjivati carina od 50%. Radi ravnomjernog snabdijevanja tržišta, individualne kvote podijeljene su na kvartalne maksimume za period od 1. januara do 31. marta, odnosno do 30. juna 2026. godine, uz mogućnost prenošenja neiskorišćene kvote iz prvog u drugi kvartal. Raspodjela kvota vršiće se po principu 'prvi došao - prvi uslužen', na osnovu redoslijeda prihvatanja carinskih deklaracija", naveli su iz Spoljnotrgovinske komore BiH.

Dodali su da kvote koje je uvela Vlada Srbije ne prate realne tokove trgovine jer su, kako je i navedeno u ovoj uredbi, rađene na osnovu podataka za period 2020-2024. godina.
"Uvidom u navedenu uredbu, pogotovo u dio definisanih kvota koje se odnose na gore navedene proizvode za BiH, izražavamo zabrinutost u ime privrednih društava tj. izvoznika ovih proizvoda u Srbiju. Naime, na osnovu podataka VTK/STK BiH evidentno je da je u 2025. godini već u prvom kvartalu bh. izvoz premašio dozvoljenu kvartalnu kvotu.

Evidentno je da prilikom utvrđivanja kvota nisu u potpunosti uzeti u obzir sljedeći parametri: kumulativni obim stvarnih trgovinskih tokova, regionalni distributivni modeli te realni tržišni udio proizvođača i dobavljača iz BiH. Takođe, donošenje uredbe kojom se ograničava nesmetan bescarinski plasman robe u okviru CEFTA zemalja na samom kraju jedne poslovne godine predstavlja limitirajući faktor za dugoročne ugovore koje kompanije iz BiH imaju sa kompanijama na tržištu Republike Srbije", istakli su iz Spoljnotrgovinske komore BiH.
Ahmet Egrlić, predsjednik Spoljnotrgovinske komore BiH, rekao je da je odluka donesena 31. decembra bez ikakvih prethodnih konsultacija.

"Iako se formalno odnosi na sve zemlje, Bosna i Hercegovina bi u ovom slučaju mogla biti kolateralna šteta, posebno imajući u vidu CEFTA sporazum o slobodnoj trgovini. BiH sa Srbijom ima značajnu vanjskotrgovinsku razmjenu uz deficit od oko 20 posto, ali i izvoz koji je prošle godine iznosio blizu 1,7 milijardi KM. Ove kvote su oko 45 posto niže u odnosu na količine koje mi inače izvozimo, što predstavlja ozbiljan ekonomski udarac za domaće kompanije", naglasio je Egrlić.
Kako se može vidjeti u njihovim podacima, BiH je u Srbiju tokom prošle godine izvezla željeza i čelika za oko 245 miliona KM, dok je proizvoda od željeza i čelika izvezeno za oko 126 miliona KM.

Ovo pokazuje koliki bi problem mogao nastati za bh. izvoznike ukoliko ne dođe do nekog rješenja.

"Svjesni smo situacije koja je prouzrokovana najnovijim odlukama Vlade Srbije. Ovo će izazvati problem za našu privredu i našu spoljnotrgovinsku razmjenu i mi smo se obratili Vladi Republike Srpske i Savjetu ministara BiH sa prijedlogom da se uvedu zaštitne mjere na iste te proizvode u BiH i mislim da će oni ići u tom pravcu, odnosno uvođenju carina na te proizvode, kako bismo na taj način dali podsticaj za našu industriju koja se bavi proizvodnjom čelika", naglasio je za "Nezavisne novine" Goran Račić, predsjednik Privredne komore Republike Srpske.
