Dear Employers,
Are you facing a shortage of a qualified workforce to support the growth of your business? Do you have difficulty finding female employees who possess the necessary knowledge and skills and can immediately contribute to your production or service processes? A lack of adequate staff is often one of the main barriers to further growth and innovation.
The project “EWI – Economic Inclusion and Justice for Women in the Western Balkans” aims to improve women’s participation in the labor market and support employers through a strategic partnership in the process of training and employing qualified female workers in Montenegro.
Our approach is based on connecting your real business needs with the knowledge and potential of unemployed women in Montenegro.
Project Introduction and Context
The project “EWI – Economic Inclusion and Justice for Women in the Western Balkans” is implemented by CARE Balkans in partnership with the Innovation and Entrepreneurship Center Tehnopolis (Montenegro), ENECA (Serbia), LINK Mostar (Bosnia and Herzegovina), and Strategic Development Consulting (North Macedonia).
The project is supported by the Austrian Development Agency (ADA) through the Austrian Development Cooperation (ADC) fund.
EWI focuses on empowering women and enabling their full participation in economic life. On one hand, the private sector in Montenegro faces a chronic shortage of a qualified workforce, while on the other, many women remain outside the labor market due to social barriers, lack of practical skills, or insufficient training.
The goal of the project is to increase women’s employability through targeted, certified vocational education and training (VET) programs tailored directly to employers’ needs.
Who Can Apply?
We invite micro, small, medium, and large enterprises, entrepreneurs, and associations operating in Montenegro that need a qualified female workforce.
By participating in the program, employers commit to offering employment contracts of at least three months (with the possibility of extension) to candidates who complete the training.

Priority Sectors and Profiles
This call is particularly aimed at employers in sectors facing a shortage of skilled female workers, especially in:
- Food production and processing
- Information and Communication Technologies (ICT)
- Creative industries and crafts

What Do You Get as a Project Partner?
As an EWI project partner, your organization will receive:
- Matching with suitable candidates
- Organization and full funding of vocational (VET) training lasting 2 to 4 months, tailored to your needs
- Certified training programs approved by relevant institutions
- Support throughout the entire process
- Promotion of your company as a socially responsible employer contributing to gender equality and women’s inclusion in the labor market
How to Express Interest?
Interested employers should submit an expression of interest via email, including answers to the following questions:
- Organization profile: How would you describe your company and its activities?
- Required positions: Which roles are currently needed or planned for the next 6–12 months?
- Number of employees: How many new female employees would you engage?
- Qualifications: What level of education and specific technical skills are required?
- Training needs: What training would be necessary for candidates to be adequately prepared for the role?

Imate li poteškoće u pronalaženju radnica koje posjeduju potrebna znanja i vještine, te mogu odmah doprinijeti vašem proizvodnom ili uslužnom procesu? Nedostatak adekvatnog kadra često predstavlja jednu od glavnih prepreka daljem rastu i inovacijama.
Projekat „EWI – Ekonomska inkluzija i pravda za žene Zapadnog Balkana“ ima za cilj da unaprijedi učešće žena na tržištu rada i podrži poslodavce kroz strateško partnerstvo u procesu zapošljavanja i obuke kvalifikovanih radnica u Crnoj Gori.
Naš pristup zasniva se na povezivanju vaših realnih potreba sa znanjima i potencijalom nezaposlenih žena u Crnoj Gori.
Uvod i kontekst projekta
Projekat „EWI – Ekonomska inkluzija i pravda za žene Zapadnog Balkana“ sprovodi CARE Balkans u partnerstvu sa Inovaciono preduzetničkim centrom Tehnopolis (Crna Gora), ENECA (Srbija), LINK Mostar (BiH) i Strategic Development Consulting (Sjeverna Makedonija).
Projekat se realizuje uz podršku Austrijske razvojne agencije (ADA) iz fonda Austrijske razvojne saradnje (ADC).
Projekat EWI fokusiran je na osnaživanje žena i njihovo puno uključivanje u ekonomski život zajednice. S jedne strane, privatni sektor u Crnoj Gori suočava se sa hroničnim nedostatkom kvalifikovanog kadra, dok mnoge žene ostaju van tržišta rada zbog društvenih barijera, nedostatka praktičnih vještina ili adekvatne obuke.
Cilj projekta jeste da poveća zapošljivost žena kroz ciljane, sertifikovane stručne obuke (VET obuke), koje su direktno prilagođene potrebama poslodavaca.
Koga pozivamo?
Pozivamo mikro, mala, srednja i velika preduzeća, preduzetnice/preduzetnike i udruženja koja posluju na teritoriji Crne Gore i imaju potrebu za kvalifikovanom ženskom radnom snagom.
Učešćem u programu, poslodavci se obavezuju da, nakon uspješno završene obuke, kandidatkinji/kandidatkinjama ponude ugovor o radu u trajanju od najmanje tri mjeseca, sa mogućnošću produženja.
Prioritetni sektori i profili
Poziv se posebno odnosi na poslodavce u sektorima u kojima postoji deficit stručnih radnica, a naročito u oblastima kao što su:
- Proizvodnja i prerada hrane
- Informacione i komunikacione tehnologije (IKT)
- Kreativne industrije i zanati
Šta dobijate kao partner projekta?
Kao partneru u okviru projekta EWI, vašem preduzeću se nudi:
- Povezivanje sa odgovarajućim kandidatkinjama;
- Organizacija i kompletno finansiranje stručne obuke (VET) u trajanju od 2 do 4 mjeseca, u skladu sa vašim potrebama;
- Obuke koje su sertifikovane i prethodno odobrene od strane relevantnih institucija;
- Podrška u cjelokupnom procesu;
- Promocija vašeg preduzeća kao društveno odgovornog poslodavca koji doprinosi rodnoj ravnopravnosti i inkluziji žena na tržištu rada.
Kako da iskažete interesovanje?
Zainteresovani poslodavci treba da dostave iskaz interesa putem e-maila, sa odgovorima na sljedeća pitanja:
- Profil organizacije: Kako biste opisali svoje preduzeće i djelatnost?
- Potrebne pozicije: Za koja radna mjesta trenutno postoji potreba ili planirate zapošljavanje u narednih 6–12 mjeseci?
- Broj radnica: Koliko bi novih radnica bilo angažovano?
- Kvalifikacije: Koji nivo obrazovanja i koje konkretne tehničke vještine su potrebne za te pozicije?
- Stručne obuke: Koje obuke smatrate neophodnim da bi kandidatkinje bile adekvatno osposobljene za rad kod vas?
