Assignment Title: Selection of an Individual Consultant - Database Analyst and Developer for modernization of Federal Employment Institute Reporting System

The Bosnia and Herzegovina has received financing from the World Bank toward the cost of the Second Employment Support Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: the Individual Consultant will provide analysis and advisory support, as well as software (database) development services to update and fully automate the data transfer and consolidation for Federal Employment Institute (FEI) Reporting system preferable using the technical components of unified information system BI & DWH (Business Intelligence and Data Warehouse) system (especially the Oracle database). During this assignment, the individual consultant will perform following tasks: Task 1: Detailed analysis of data available in all IT systems (including main systems of FEI, systems used by cantons, Excel and other files, where is the case); Task 2: Identification and analysis of other governmental databases that can be data sources for the FEI Reporting system; Task 3: Recommendations, specifications, architecture and detailed plan for implementation of the modernized FEI Reporting system and Task 4: software (database) development services to update and fully automate the data transfer and consolidation – modernization of FEI Reporting system based on the detailed specifications agreed in task 3. The predicted duration of the assignment is three (3) months after contract signing. Expected start of the assignment is April 2026.

The Federal Ministry of Labor and Social Policy/Project Implementation Unit now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services with providing the signed latest version of CV in English that includes description of experience in similar assignments, similar conditions etc. The qualification criteria are:
The required minimum experience should be demonstrated by:
- Minimum 10 years of experience working with large databases (Oracle, Microsoft, or equivalent). Preferably a university or master’s degree with a database-focused curriculum (Computer Science, Informatics, or related fields) or specialized training in large-scale database systems. Relevant diplomas or other supporting certificates must be attached.
- Minimum 5 years of experience in databases assessment, including identifying and analyzing available data across multiple data sources
- Extensive and proven experience in database especially on Oracle database.
- Experience in datawarehouse (reporting) systems and data source analysis, preferable in the FBiH public sector and/or public employment services
- Experience and willingness to work autonomously and proactively, but also teamworking with other consultants
- Strong stakeholder engagement skills.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
