General information
Additional information: The procedure was undertaken in accordance with the Guide to Procurement for projects financed by the European Investment Bank. On May 23, 2022, the procuring entity invited interested consultants to submit expressions of interest to provide consulting Services for the supervision of works for the construction of motorway Corridor Vc, section Ozimice to Poprikuše. The Services related to supervision and administration of the works contract, quality control, as well as reporting in line with the provisions of the underlying works to be performed under FIDIC 1999 GCC for employer design works. The invitation for Expressions of Interest was open to firms and joint ventures from all countries. The proceeds of the Bank's loan was not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country. In July 2022, 9 firms submitted applications for shortlisting of which the contracting authority established a shortlist of six qualified firms in February 2023 on the basis of the criteria stated in the contract notice. On February 14, 2023, the six shortlisted consultants were invited to submit technical and financial proposals, to be evaluated on the basis of the most economically advantageous offer as described in Request for Proposals. Shortlisted consultants were invited to submit proposals by April 14, 2023. Only five firms submitted proposals. Technical evaluation was performed and the results announced in July 2023. The financial proposals were opened in October 2023. The financial evaluation was performed in December 2023 and the results of the combined evaluation announced to all bidders in January 2024. Since that date, the contacting authority has not been able to sign the contract. In September 2024, 28 months since the commencement of the procedure, the contracting authority decided to annul the procedure – see Section V and VI below.
