Description of the Assignment:
The purpose of this assignment is to contribute to the achievement of MEG Project’s Outcome 1, which relates to supporting state, entity and cantonal governments in setting in place a more conducive policy and regulatory environment that affirms result-oriented local governance via conducting of the Common Assessment Framework (CAF) process in the newly selected six LGs, with utilization and piloting of the newly developed CAF for local governments (LGs) in BiH - supporting tool.
Moreover, the purpose of the Consultancy is threefold, as it: 1. facilitates further embarkment of all the key stakeholders engaged within the general CAF implementation in BiH, into MEG project-initiated CAF for the LGs process; 2. works towards getting their full buy-in related to application of the specific CAF for LGs in BiH - supporting tool; and 3. ensures its full integration within the regular and relevant CAF processes for LGs in BiH planned in forthcoming period. Furthermore, the Consultancy facilitates finding best entry-point for the full integration of the two concepts. Once the entry point is defined and agreed upon, the Consultant will be responsible for preparation and development of the Guidelines reflecting joint understanding of the key stakeholders, but at the same time safeguarding the CAF for LGs in BiH as a framework developed within the auspices of MEG Project. Additionally, tailor-made online training sessions on CAF for LGs in BiH - supporting tool will be organised for different relevant stakeholders, LG teams and MEG mentors.
Period of assignment/services (if applicable): February 2025 – March 2025 (30 working days per consultant)
