The Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina has received financing from KfW Development Bank toward the cost of the project “Energy Efficiency in Public Buildings” (Federation of Bosnia and Herzegovina Component) and intends to apply part of the proceeds toward payments under the contract “Contract 4”. The overall objective of the project is to improve the energy efficiency performance, to ensure sustainable structures and to improve comfort conditions for users in selected public buildings. Future energy savings will contribute to reduced greenhouse emissions and to sustainable development in Federation.

The Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina now invites sealed Qualification Documents and Bids from eligible Bidders for construction works of the fourth lot (“Contract 4”) of the project consisting of two educational facilities located in Bosanska Otoka and Bihać. Construction works comprise of the energy-efficient rehabilitation and modernization of the buildings, amongst others the increase of structural integrity, energy efficiency, and basic comfort. The awarded contractor is expected to execute the construction works for both buildings entirely.

Bidding will be conducted in accordance with the procedures as specified in KfW Development Bank’s “Guidelines for Procurement of Consulting Services, Works, Plant, Goods, and Non-Consulting Services in Financial Cooperation with Partners Countries (Version January 2019, 3rd update as of July 2024)” (available on KfW’s website[1])

Interested eligible Bidders may obtain further information from the Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina during office hours. A complete set of the Bidding Documents in English may be obtained electronically in PDF format free of charge by interested Bidders upon submission of a written application to the following address:

The written application shall be accompanied by a cover letter clearly stating the company name, country of domicile and contact details.

Qualification Documents and Bids must be delivered to the address indicated in QBDS 22.1 of the Bidding Documents on or before: 12:00 (noon) CET on 21 September 2026.

The submission of the original Qualification Document and Bid is decisive. The time of receipt of the original documents at the Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina will prevail. Late Qualification Documents and Bids will be rejected and returned unopened.

In the first public session, only the Qualification Documents will be opened in the presence of the Bidders’ designated representatives. In the second public session only the Bids of those Bidders who have fulfilled the qualification criteria will be opened.
